They do not all work the same way: Prince Kymar resets all his allies' cooldowns at once (never his own), Pain Keeper (a Rare) takes one turn off each ally skill, Godseeker Aniri ties the reset to a revive, and Queen Eva resets only her own skills, when her area attack kills a target.
